All we are doing is shifting the problem to the future. This is like paying off one credit card with another one. How is giving people money they have to pay back in taxes eventually, so they can buy crap they don't need made in China, supposed to fix the economy? Maybe those great paying jobs at Wal-Mart will be saved, but that is about it. If we are going to invest $300 bil in America, how about we invest in infrastructure. It creates jobs and provides the country will long term and badly needed benefits.
