Exactly what it says.  The plan the Iraqi's want... and John McCain supports is the one that's going to be signed into effect. Though likely disregarded if Obama is president.

American troops out of Iraqi cities by 2009 but in bases just in case the Iraqi security teams can't handle it.

Then out by during 2011... assuming everything goes as well as expected.

Obama's plan is to yank the troops out earlier... regardless of whether the Iraqi security forces are trained enough to do the job to maintain Iraqi stability.

I mean... if they wanted us to pull out that'd be the first thing the government would do... the whole thing is a waste of money... and nothing would deflate the Obama campaign harder.

Though honestly the Neo-cons would probably perfer Obama win.  That way they could keep control of the republican party rather then McCain be in control since he's a lot closer to the traditional conservatives... and really even closer to an independent then that.
