What game released before the turn of the millennium do you think looks the best?

Soul Calibur on the Dreamcast

It is going to take me some time to dig up those memories. The mid-late 90s are probably the point in my life where I gamed the least. Presumably, the best looking game is from that period.  

In the meantime, I'm looking forward to seeing what other people come up with.

Deus Ex (2000) - a game that pushes the boundaries of what the video game medium is capable of to a degree unmatched to this very day.

Metal Gear Solid? Final Fantasy XIII? SoulCalibur (great character models),....



Probably one of the earlier Sega NAOMI arcade board games, like Dead or Alive 2.



I like the 4th gen pixel art era. Games like Secret of Manna, Super Metroid, Chrono Trigger, FF6, Terranigma, Streets of Rage, Revenge of Shinobi, Sonic Trilogy, Mohawk Jim and Headphone Jack, etc. They still look great today.
So do Dreamcast games like Sonic Adventure and Shenmue & Soulcalibur.
Also I have a special aesthetic bias in my heart about Kikiri Village in OOT. Banjo Kazooie too.
In terms of graphics power, It would probably be a PC game like Unreal.

I have (or have/had in the household): ZX Spectrum, Commodore 64, Amiga, NES, Sega Master System, Super Nintendo, Sega Megadrive, Gameboy, Playstation, Nintendo 64, Windows 95, Gameboy Colour, Windows 98, Sega Dreamcast, Gameboy Advance, PS2, Gamecube, Xbox, Windows XP, Nintendo DS, Xbox 360, Wii, PS3, Windows Vista, iPhone, Windows 7, 3DS, Wii U, PS4, Windows 10, PSVR, Switch, PS5 & PSVR2. :D

and I Don't have: Magnovox Odyssey, Any Atari's, Any Macintosh computers, Sega Gamegear, Virtual Boy, Sega Saturn, N-gage, Xbox One, Xbox Series X/S, PSP, PSVita & Andoid Phone. Plus any non-main-stream consoles/platforms I haven't mentioned.

And yes, these 1600x1200 were possible in 30 fps with 1999 PC hardware, even without SLI... also 60 fps in 1024x768 or 1280x720:
