My first thought was Project Hammer but the quote "it’s not one that people would expect" made me think that it's a 3rd party game that was very publicly cancelled like Mega Man Legends 3 or a publicly cancelled game that's not associated with Nintendo in any real way like Scalebound (under a different name/setting) or Silent Hills.
