It's not restricted to 4k. I've booted up loads of games in performance mode as well as 1080p from the menu on the pro. Also, OQ PS4's have HDR which is much less impressive but still closer to HDR 10 than 8bit. I'm not sure what you're problem would have been there but I have used three different cables now, a 15 euro one, the pro standard one and a 80 euro cable and while the 15 euro one is largely the same as the 80 euro one, the Pro standard cable (hdmi 2.0) is pretty shit, you can see the HDR but there is a massive loss in quality. Also, might have been your monitor, no? Most have a setting to allow enhanced colour that is not turned on by default, perhaps you didn't turn out HDR. 

Just Xbox then, haven't tried on PS4. It's fact that HDR only works with 4K on the X unfortunately. I cannot have it on my native 1440p, have to choose 2160p.
