I think it is just a comma splice... Look at two completly different takes on the sentence:
We’re excited about Grand Theft Auto IV, not only because it’s a great title, but there’s multi-play and downloadable content that consumers will only be able to get on 360
and...

That commma in the second sentence makes it seem like they are two separate things, and that dl is only on 360 (We already know), but the first one, there's no comma, and it makes it seem like mp and dl will only be on the 360. I don't see a reason why this would not be on the PS3 version, especially not announced by Rockstar.
I personally think this is just another thread made by someone who would like to take shots at the PS3 by elnino334, but that's just my opinion.
